13-bedroom HMO plan for Ashton business

A shop in Ashton-under-Lyne could be turned into a 13-bedroomed house in multiple occupation (HMO) if planning permission is granted.

Newcastle-based Fine West Ltd – listed a being run by Chi Shing Fung, who lives in Hong Kong – has applied to Tameside Council to convert the Ashton Signs and Print premises, on Oldham Road.

And documents supporting the scheme, which could house up to 18 people, believe it may enhance the area.

A new first floor extension, over the existing ground floor one, will be built should the HMO get the go ahead.

Statement backing the plan say: “Given the proposals do not add any footprint within the Conservation Area, only adding volume to a scale the same as the surrounding properties on Wellington Street, it is believed the current proposals would not detract from the Ashton Town Centre Conservation Area and would positively impact the Conservation Area by reintroducing a density, scale and layout that was historically present.

“The proposed development involves the efficient reuse of the existing building located in Ashton town centre.

“The role that new residential development plays in ensuring the vitality and sustainability of town centres represents an important material consideration.

“The proposed residential development will contribute positively to the local economy through the generation of additional footfall and spend providing increased economic activity in the Town Centre.”

This HMO application is the latest bud to bring residential accommodation to Ashton town centre, a key part of regeneration plans.

And the applicant backed the concept, with a statement adding: “HMOs play an important part of the housing supply and are helpful in providing flexible, affordable accommodation to large sections of the local community, as well as delivering short-term accommodation for part-time workers or those working contracts.

“The proposed development will therefore generate a very low demand for car parking, such that any demand which is generated, can be readily accommodated in nearby on-street parking.

“It also includes a number of physical improvements to the fabric of the building, which will enhance the character and appearance of the existing building and the wider Conservation Area.

“It constitutes sustainable development and will contribute to its economic, social and environmental objectives in this respect.

“The benefits of the proposed development include the supply of housing in a sustainable location where residents will have access to a wide range of facilities, services and employment opportunities, which will support the economic vitality and sustainability of Ashton town centre.”

Although the proposed buyer has of course already presented plans to Tameside Town Planning, there is no confirmed date to any sale of the current property.

  1. I live facing this development and if it gets the go ahead then they will be invading my privacy as thiscwill look straight into my livingroom and bedroom and also blocking out natural light.
